Gujarat state polls will be held on 9th and 14th December, results on 18th December

Gujarat will vote in two phases – On December 9 and then December 14. The Election Commission announced the election dates for the state, adding that the counting of the votes will take place on December 18. A total of 89 seats will be covered in first phase and rest 93 seats will go to polls in second phase. The announcement effectively brings the model code of conduct into the state. EC’s announcement comes a day after the state government announced a slew of sops. There will be a total number of 50,128 polling booths that will be put in place. VVPAT machines will be used and the slips generated by machines will be tallied with the votes polled. The filing of nominations will start from 14th November and will continue till 21st November. Gujarat has 4,30,00,000 active voters. Each candidate can spend a maximum Rs 28 lakh during the polls. Opposition parties had criticised EC for not announcing Gujarat polls dates along with Himachal Pradesh on October 12. In 2012 Assembly polls, BJP had won 115 seats, Congress 61, NCP 2 and others 4 out of total 182 seats. US spotlight on India dollar buying crimps policy toolkit

The US Treasury said last week it will ” closely monitor” the Reserve Bank of India's policies after a “notable increase in the scale and persistence” of dollar purchases. While it refrained from adding India to its watch list for potential currency manipulators, it noted that foreign-exchange buying had risen to 1.8 percent of gross domestic product in the year through June, just below the Treasury's 2 percent red line. The glare of this spotlight may hamper Governor Urjit Patel's freedom to curb sharp gains in the rupee. Losing the ability to intervene could prove costly though: an overvalued currency has been cited as keeping exports expensive, hurting competitiveness at a time when global demand is recovering. "India obviously could change its intervention policy a bit to draw a bit less attention — the RBI has been intervening, by all appearances, at around 64 rupees to the dollar and looked to be trying to set a de facto ceiling on the level of the rupee," said Brad Setser, senior fellow at the US-based Council on Foreign Relations who worked at the Treasury from 2011 to 2015. "Its actions in the market haven't been particularly subtle." The RBI says it doesn't target any level and only intervenes to smooth volatility. It didn't reply to an email seeking comment on the Treasury report. Inclusion on the watch list carries the risk of sanctions. The rupee has strengthened 4.3 percent this year, heading for its first annual gain since 2010, and was trading at 65.1625 per dollar as of 10:33 a.m. in Mumbai on Wednesday. An index of the currency's real-effective exchange rate was at 116.83 in September, near the record seen in April, indicating it is overvalued against a basket of 36 trading partners. 'Edging Closer' India's foreign-currency purchases have largely been driven by the need to bolster reserves since the 2013 taper tantrum, which pushed the rupee to a record low. Since then, holdings have swelled to over $400 billion as the RBI mopped up large inflows into the nation's stocks and bonds. "With the potential for India to experience further portfolio and direct investment inflows, we believe there could still be space for the rupee to appreciate if the RBI steps back from its aggressive dollar-buying," analysts at Nomura Holdings Inc. wrote in an Oct. 18 report. "India seems to be edging closer to being included on the monitoring list, unless it starts to manage the pace of its dollar buying intervention." To avoid the Treasury's ire, the RBI's intervention — including in the forwards market — needs to be less than $4 billion a month, according to Khoon Goh, Singapore-based head of Asia research at Australia & New Zealand Banking Group. It has been breaching that level since May, he said. Risk of Sanctions The Treasury report comes at a time when President Donald Trump's administration is pushing for warmer relations with India to counter China's growing might in Asia. Secretary of State Rex Tillerson is visiting India this week, after outlining the administration's vision for India in a key policy speech on Oct. 18. Placement on the Treasury's watch list can trigger sanctions if the country satisfies three criteria: persistently intervening in currency markets, running a significant trade surplus with the US and running a large current account surplus overall. The five countries on the watch list — China, Japan, South Korea, Germany and Switzerland — fulfill some but not all of the conditions required to be named as a currency manipulator. India runs a $25 billion trade surplus with the US, its largest with any country in 2016. This is also America's 10th-largest bilateral deficit, data compiled by Bloomberg show, though it's far smaller than China's $327 billion, Germany's $66 billion and Japan's $63 billion. Moreover, India has a ballooning current-account shortfall that contrasts with nations such as Thailand. "If the US is really going to go after some countries on currency, they should be looking at countries with large external surpluses like Thailand, Taiwan and Korea – not at India," said CFR's Setser.

Inside Apple’s struggle to get the iPhone X to market on time

By Alex Webb and Sam Kim As of early fall, it was clearer than ever that production problems meant Apple Inc. wouldn't have enough iPhone Xs in time for the holidays. The challenge was how to make the sophisticated phone—with advanced features such as facial recognition—in large enough numbers. As Wall Street analysts and fan blogs watched for signs that the company would stumble, Apple came up with a solution: It quietly told suppliers they could reduce the accuracy of the face-recognition technology to make it easier to manufacture, according to people familiar with the situation. With the iPhone X set to debut on Nov. 3, we’re about to find out whether the move has paid off. Some analysts say there may still be too few iPhone Xs to meet initial demand. Ming-Chi Kuo of KGI Securities predicts Apple will have two to three million handsets available on launch day and 25 million to 30 million units for the holiday quarter, down from his previous forecast of 40 million. For comparison, Apple sold 78 million phones during the same period last year, although that included all models. Apple is famously demanding, leaning on suppliers and contract manufacturers to help it make technological leaps and retain a competitive edge. The company's decision to downgrade the accuracy of its Face ID system—if only a little—shows how hard it's becoming to create cutting-edge features that consumers are hungry to try. And while Apple has endured delays and supply constraints in the past, those typically have been restricted to certain iPhone colours or less important offerings such as the Apple Watch. This time the production hurdles affected a 10th-anniversary phone expected to generate much of the company's revenue. Apple declined to comment. About a month ago, Foxconn Technology Group pulled as many as 200 workers off an iPhone X production line. Apple was struggling to get sufficient components for the phone and needed fewer people to put it together. The main culprit, the people said, was the 3-D sensor that recognizes faces and unlocks the handset. Foxconn declined to comment. The sensor was always going to be a major technical challenge. Until the iPhone X, the most significant deployment of the technology was in Microsoft Corp.'s Kinect controller, which the Xbox console used to detect a gamer's movements. But the Kinect was the size of a large book, and Microsoft sold just 24 million units of the controller over two years, a far easier production challenge than the one confronted by Apple, which sells more than 200 million iPhones a year. "That technology is something we have been looking at for five years," Chief Design Officer Jony Ive said in an onstage discussion hosted by The New Yorker this month. "We had prototypes that were this big," he added, holding his hands about a foot apart. By the time Apple had green-lighted the iPhone X, the company was looking for technology that could be squeezed into a space a few centimeters across and millimeters deep. Despite demanding the near impossible, Apple didn't add extra time to get it right—giving suppliers the typical two-year lead time. The tight schedule underestimated the complexity of making and assembling exceedingly fragile components, said one of the people familiar with the production process. That left suppliers short on time to prepare their factories and explains why the iPhone X is being released a full six weeks later than the iPhone 8, said this person, who asked to remain anonymous to discuss an internal matter. "It's an aggressive design," the person said, "and it's a very aggressive schedule." The 3-D sensor has three key elements: a dot projector, flood illuminator and infrared camera. The flood illuminator beams infrared light, which the camera uses to establish the presence of a face. The projector then flashes 30,000 dots onto the face which the phone uses to decide whether to unlock the home screen. The system uses a two-stage process because the dot projector makes big computational demands and would rapidly drain the battery if activated as frequently as the flood illuminator. The dot projector is at the heart of Apple's production problems. In September, the Wall Street Journal reported that Apple was having trouble producing the modules that combine to make the dot projector, causing shortages. The dot projector uses something called a vertical cavity surface-emitting laser, or VCSEL. The laser beams light through a lens known as a wafer-level optic, which focuses it into the 30,000 points of infra-red light projected onto the user's face. The laser is made of gallium arsenide, a semiconductor material, and the lens is constructed of glass; both are fragile and easily broken. Precision is key. If the microscopic components are off by even several microns, a fraction of a hair's breadth, the technology might not work properly, according to people with knowledge of the situation. To make matters worse, Apple lost one of its laser suppliers early on. Finisar Corp. failed to meet Apple's specifications in time for the start of production, and now the Sunnyvale, California-based company is racing to meet the standards by the end of October. That left Apple reliant on fewer laser suppliers: Lumentum Holdings Inc. and II-VI Inc. The fragility of the components created problems for LG Innotek Co. and Sharp Corp., both of which struggled to combine the laser and lens to make dot projectors. At one point only about 20 percent of the dot projectors the two companies produced were usable, according to a person familiar with the manufacturing process. LG Innotek and Sharp slowed the production process down in an effort to prevent breakages and ensure the components were assembled with the required level of precision. LG Innotek and Sharp declined to comment. To boost the number of usable dot projectors and accelerate production, Apple relaxed some of the specifications for Face ID, according to a different person with knowledge of the process. As a result, it took less time to test completed modules, one of the major sticking points, the person said. It's not clear how much the new specs will reduce the technology's efficacy. At the phone's official unveiling in September, executives boasted that there was a one in a million chance that an interloper could defeat Face ID to unlock a phone. Even downgraded, it will probably still be far more accurate than TouchID, where the odds of someone other than the owner of a phone being able to unlock it are one in 50,000. Besides struggling to produce enough 3-D sensors, Apple has suffered from a dearth of suppliers capable of making organic light-emitting diode displays, Bloomberg reported last year. The OLED, which delivers sharper images, is the iPhone X’s other main advance. But Apple is dependent on Samsung Electronics Co. for its entire supply of the components. For months, Apple investors have fretted that a shortage of iPhone Xs would send consumers into the arms of rival smartphone makers such as Samsung and Huawei Technologies Co. Apple seems to have overcome the biggest production hurdles. Sharp is working to bring the production yield for dot projectors above 50 percent, while LG Innotek has already surpassed that level, which both companies consider acceptable. Meanwhile, Apple is working with Taiwan's Himax Technologies Inc. to boost production of lenses to make up for lower-than-needed output from Heptagon, a Singaporean company that so far has been the only lens supplier. The 3-D sensor shortage is expected to end in early 2018. Even so, signs of weakness in iPhone 8 sales means Apple could sell fewer handsets than last year—despite all the fanfare surrounding the iPhone X.

Sambit Patra’s appointment to ONGC Board challenged in High Court

BJP’s national spokesperson Sambit Patra’s appointment as an independent director on the board of Oil and Natural Gas Corporation (ONGC) Ltd has been challenged in the Delhi High Court by an NGO. The NGO, in its plea, also sought cancellation of the appointment of Shashi Shanker as ONGC Chairman and Managing Director. The public interest litigation (PIL) filed by NGO Energy Watchdog could not be taken up for hearing as the bench headed by Acting Chief Justice Gita Mittal did not assemble Tuesday. The matter has been fixed for hearing on November 1. The PIL was filed through advocate Prashant Bhushan, who alleged that Patra, being an active member of the ruling BJP, “cannot play the role of an Independent Director or non- official director (NOD) in ONGC as it would be a violation of the Companies Act.” The plea claimed that the selection process was also “flawed” as the BJP leader’s name did not appear in the data bank of eligible persons for the post. “State largesse cannot be passed on to a private political person in this manner,” it claimed. Efforts to reach Patra for his comments on the issue did not fructify. Opposing Shanker’s appointment, the NGO has contended that he was suspended in February 2015 by the vigilance department of the Ministry of Petroleum and Natural Gas for alleged “gross misconduct” in connection with a tender matter while he was Director (Technology and Field Services) in ONGC. However, his suspension was revoked in July 2015 citing the Supreme Court’s general observation that a suspended officer should be reinstated if an agency fails to file a chargesheet within 90 days, the plea said. The petition has sought setting aside of the September 25 and September 29 orders appointing Shanker and Patra respectively to the ONGC board. The NGO has sought directions to the Centre and the Central Vigilance Department to produce the records they have in connection with the suspension of Shanker. It has also sought the grades awarded to Shanker and Patra by the Public Enterprises Selection Board which had interviewed them for the posts.

Parking lot near Taj: UP govt rushes to SC

The Uttar Pradesh government on Wednesday rushed to the Supreme Court, a day after suffering an adverse direction on the demolition of a multi-level parking lot near the Taj Mahal.

Additional Advocate General Aishwarya Bhati urgently mentioned the matter before a bench presided over by Justice J Chelameswar. She sought direction for restoration of an application related to the parking site.

She submitted that the order for demolition was passed on Tuesday as the state counsel could not make his presence due to the overcrowded courtroom.

The bench said all this problem of overcrowding in courtrooms is because the high courts in all these years have been weakened. The court, however, put the Uttar Pradesh governments application for hearing on Friday.

Chief Minister Yogi Adityanath is scheduled to visit the Taj Mahal this week to inaugurate a number of facilities.

What if your company shuts down? How employees can survive sudden layoffs without tears

After 30 days, a number of Reliance Communications (RCom) employees could be looking for another job. The company is believed to be closing down major parts of its wireless business. In June, RCom chairman Anil Ambani had said that the country’s telecom sector had cut 10,000 jobs last year and the ongoing stress would further lead to reducing 30,000-40,000 jobs this year. Price wars, heavy debt and plunging profitability have crippled the telecom sector. According to an ET report, multi-billion dollar telecom mergers could see 25,000 pink slips. The number could go up to 1 lakh if those indirectly employed are also included. Losing a job without any fault could be nightmarish for an employee. In case of mass layoffs, it becomes all the more difficult to find a suitable job as placement agencies are flooded with CVs. Suddenly, a large number of people start chasing a limited number of jobs. This not only brings down an employee’s bargaining power but can also mean a short spell of unemployment for many. When new jobs are hard to come by and a lot of companies are retrenching employees, everyone must plan for the eventuality well in advance so as to avoid panic at the last moment and the resulting inability to survive the layoff. Below are a few steps you can take in advance and a few others after you have lost your job so that you survive the sudden layoff without much damage. MANAGE YOUR MONEY Build an emergency corpus: Whether the spectre of a lay-off is looming or not, make sure you have a contingency corpus equal to six months' expenses at your disposal. If you suspect that the job market is shaky, shore up another six months of loan EMIs. Get an independent health insurance: It's another step you need to take before you lose your job. Don't be secure in the knowledge that your company is providing group health cover to you and your family. If you suddenly find yourself jobless and you or any family member faces a medical emergency before you land another job, you will have to pay from your pocket and may not have sufficient resources to cover the expenses. Slash expenses and form a new budget: This is the first step you need to take if you get the pink slip. Depending on your savings and fund availability, you will have to re-frame the household budget. Make sure you give priority to fixed expenses like insurance premium, loan EMIs, investments and utility expenses, and slash discretionary expenses drastically. You can also assign the settlement money from your previous job for fixed or household expenses. Sell assets, take loan against investments, borrow from family: If you don't have an emergency corpus, dip into your bank savings. If it's insufficient, sell some of your assets or redeem investments like mutual fund units. You could also take a loan against assets such as fixed deposit, PPF, insurance, gold or property. The interest rate is not as high as that of a personal loan and you retain your assets. Do not, however, dip into your retirement savings and avoid taking personal loans or maximising your credit cards, which come with a high interest rate. Reschedule loan EMIs and insurance premium, stop investments: Among the most difficult financial obligations to fulfil if you don't have a regular income are loan EMIs, insurance premium and investment instalments like mutual fund SIPs. If the finances are too constrained, stop your investments temporarily. Since the insurance premium cannot be avoided for fear of the policy lapsing, find out from the insurer if you can alter the periodicity of payment or reduce the cover amount temporarily. As for home or vehicle loans, you can request your bank for a temporary EMI holiday till you get a new job, or reduction of the EMI amount by increasing the loan tenure. Besides, consider the option of loan protection plans, which cover your loan against emergencies such as these. MANAGE YOUR CAREER First try within the organisation: If you think you are likely to be laid off due to poor performance, speak to your bosses. Ask them for a chance so that you can improve. If that does not work, try getting a new profile. Seek transfer to another department or location. Update resume, tap online portals : If you can't find a suitable role in your existing firm, begin an aggressive search outside.
