BBC: North Korea threatens Japan with 'real ballistic missile'

North Korea has branded Japan's PM Shinzo Abe an "imbecile" and "political dwarf", accusing him of mislabelling its latest weapons test.

Mr Abe condemned the North for "repeated launches of ballistic missiles" after two projectiles were fired on Thursday.

But the North insisted it was testing a "super-large multiple-rocket launcher".

On Saturday, state media said Japan "may see what a real ballistic missile is in the not distant future".

North Korea is banned from firing ballistic missiles under UN Security Council resolutions.

Russia Tests Hypersonic Missile In The Arctic

RT: Cold steel: Russia's Kinzhal hypersonic missile 'completes its first ARCTIC test'

Russia's new Kinzhal ('Dagger') air-launched hypersonic missile has been tested in freezing Arctic conditions. It successfully struck a land-based target in what was the maiden test of its kind, defense industry sources said.

The top-secret trials took place in mid-November at the Pemboi range in the north-western Komi Republic, one of the sources told TASS. The Russian region stretches beyond the Arctic Circle.

The missile was fired from a MiG-31K supersonic interceptor aircraft, which NATO calls 'Foxhound.' Kinzhal "reached the speed of Mach 10 (over 12,000kph)," another unnamed official told the agency.

Mary Beth Sheridan, The Washington Post: Mexico has its strongest president in decades. Some say he's too strong.

SAN MIGUEL CANOA, Mexico - Elsewhere, Latin America is burning.

In other places - Chile, Colombia, Bolivia, Ecuador - presidents are besieged by demonstrators.

But when Mexico's leader rolled into this mountain town one recent Friday, the crowds were adoring. Peasants walked for miles to greet him. Angel Roldán Pérez, a 62-year-old farmer in a red baseball cap, had recently received a singular blessing: an agricultural grant of $84.

"It was the president," the farmer insisted. "He helped us. Before, they wouldn't give us the aid. There was a lot of corruption."

A year after taking office, President Andrés Manuel López Obrador looms larger than any Mexican president in decades - setting the nation's agenda with daily news conferences, reshaping the government with a drastic overhaul of the budget and introducing a raft of programs to help farmers, the elderly and students.

His approval ratings regularly top 60 percent, in a region where many leaders struggle to reach half that.

And yet, as the veteran leftist consolidates power, critics worry he is threatening some of Mexico's hard-won democratic gains. They say López Obrador is weakening institutions that safeguard human rights and clean elections and is exerting more control over funding to the states.

Dutch Police Arrest Suspect in Stabbing of 3 Teens in The Hague

(THE HAGUE, Netherlands) — Dutch police arrested a 35-year-old homeless man Saturday on suspicion of stabbing three teens on a street in The Hague that was crowded with Black Friday shoppers.

The man, whose identity wasn’t released, was detained in The Hague early Saturday evening and taken to a police station for questioning, police spokeswoman Marije Kuiper said.

The victims, two 15-year-old girls and a 13-year-old boy, were treated in a hospital and released late Friday. Police said in a statement that they didn’t know one another.

The victims have spoken to detectives.

Earlier, police said they were “using all our available means — visible and unseen — to find the suspect in this stabbing as soon as possible” and appealed for witnesses.

That included studying video footage from the area, where many surveillance cameras are located.

The attack in the Netherlands came hours after a man wearing a fake explosive vest stabbed several people in London, killing two, before he was fatally shot by officers. Police are treating it as a terrorist attack.

Dutch police say the motive for the stabbing in The Hague remains unknown. “We are keeping all scenarios open,” their statement said.

The stabbing occurred around 7:45 p.m. in an area teeming with shoppers and close to the city’s most popular nightlife centers.

Police cordoned off the area until deep into the night as forensics experts combed the street for clues.

The street was opened again Saturday.

Iraq’s Prime Minister Abdul-Mahdi Formally Resigns Amid Increasing Violence

(BAGHDAD) — Three anti-government protesters were shot dead and at least 58 wounded in Baghdad and southern Iraq on Saturday, security and medical officials said, as Prime Minister Adel Abdul-Mahdi formally submitted his resignation to parliament.

Lawmakers were expected to either vote or accept outright Abdul-Mahdi’s resignation letter in a parliamentary session Sunday, two members of parliament said.

The prime minister announced Thursday he would hand parliament his resignation on Friday amid mounting pressure from mass anti-government protests, a day after more than 40 demonstrators were killed by security forces in Baghdad and southern Iraq. The announcement also came after Iraq’s top Shiite cleric withdrew his support for the government in a weekly sermon.

The formal resignation came after an emergency Cabinet session earlier in which ministers approved the document and the resignation of key staffers, including Abdul-Mahdi’s chief of staff.

In a pre-recorded speech, Abdul-Mahdi addressed Iraqis, saying that following parliament’s recognition of his stepping down, the Cabinet would be demoted to caretaker status, unable to pass new laws and make key decisions.

He listed his government’s accomplishments, saying it had come to power during difficult times. “Not many people were optimistic that this government would move forward,” he said.

He said the government had managed to push through important job-creating projects and improve electricity generation.

“But unfortunately, these events took place,” he said, referring to the mass protest movement that engulfed Iraq on Oct. 1. “We need to be fair to our people and listen to them.”

At least 400 people have died since the leaderless uprising shook Iraq with thousands of Iraqis taking to the streets in Baghdad and the predominantly Shiite southern Iraq decrying corruption, poor services, lack of jobs and calling for an end to the post-2003 political system.

Security forces have used live fire, tear gas and sound bombs to disperse crowds leading to heavy casualties.

Three protesters were killed and 24 wounded in the holy city of Najaf in southern Iraq on Saturday as security forces used live rounds to disperse them from a key mosque, security and hospital officials said.

In Baghdad, at least 11 protesters were wounded near the strategic Ahrar Bridge when security forces fired live ammunition and tear gas to prevent demonstrators from removing barricades. The protesters are occupying part of three strategic bridges – Ahrar, Sinak and Jumhuriya – in a stand-off with security forces. All three lead to the heavily fortified Green Zone, the seat of Iraq’s government.

In the southern city of Nasiriyah, security forces used live fire and tear gas to repel protesters on two main bridges, the Zaitoun and the Nasr, which lead to the city center. Heavy fighting has taken place in Nasiriyah in recent days, with at least 31 protesters killed.

The officials spoke on condition of anonymity in line with regulations.

Abdul-Mahdi referred to the rising death toll by security forces in his speech.

“We did our best to stop the bloodshed, and at the time we made brave decisions to stop using live ammunition, but unfortunately when clashes happen there will be consequences,” he said.

Climate Activists Invade East German Coal Mines

(LEIPZIG, Germany) — Climate activists protested at open-pit coal mines in eastern Germany, pouring onto the premises to urge the government to immediately halt the use of coal to produce electricity.

The news agency dpa reported that police estimated more than 2,000 people took part Saturday at sites near Cottbus and Leipzig and that some of the demonstrators scuffled with police. Three officers were reported slightly injured at the Janschwaelde mine near Cottbus. The mine operators, Leag und Mibrag, filed police reports asking for an investigation and possible charges.

Burning coal releases carbon dioxide, the main greenhouse gas blamed by scientists for global warming. The German government plans to end the use of coal by 2038 and spend 40 billion euros ($44 billion) on assistance for the affected mining regions.

On Friday, two people were killed in a stabbing on London Bridge in Central London, which police have labeled a “terror incident.” Three others remain in the hospital. The alleged attacker was shot by the police and died.

But more lives might have been lost if not for bystanders who jumped in and subdued the attacker before the police arrived, tackling him to the ground. One of those men was reportedly armed with nothing by a narwhal tusk, and another with just a fire extinguisher.

According to media reports, one of the men who sprang into action to stop the attack was a Polish immigrant named Luckasz, who grabbed a Narwhal tusk off the wall of Fishmongers’ Hall and ran at the alleged terrorist. Luckasz reportedly works at Fishmongers’ Hall.

According to The Guardian, another member of the public who confronted the alleged attacker was armed with just a fire extinguisher.

Police confirmed on Saturday that the attacker was 28-year-old Usman Khan, who had been convicted in 2012 for terrorism offenses, and had been released from prison in 2018.

At a press conference Friday night, Metropolitan Police Commissioner Cressida Dick thanked the members of the public who helped stop the attacker, either by tackling him or by the following the police’s instructions.

“The empty ideology of terror offers nothing but hatred and today I urge everyone to reject that,” Dick said. “Ours is a great city because we embrace each other’s differences. We must emerge stronger still from this tragedy. In doing that we will ensure that the few who seek to divide us will never, ever succeed.”

Speaking to the BBC Saturday morning, Sadiq Khan, the mayor of London, praised the bystanders who jumped into action. He pointed out that the attacker was wearing a dummy suicide vest — which the bystanders didn’t know was fake — and yet they still confronted him. “I’m so proud, and we should all be really proud,” Khan said.

In a statement Friday night, Khan said, “Heartbreaking confirmation from the Met Commissioner that two people who were attacked this afternoon have tragically died – victims of the appalling terrorist attack at London Bridge. My heart goes out to them, their loved ones and to everybody affected. London will never be cowed by terrorism. Terrorism will never win.”

Every year the officials of Rajasthan Subordinate and Ministerial Service Selection Board release the notification and conducts its examination. About Mohanlal Sukhadia University

Mohanlal Sukhadia University also called the University of Udaipur is a public university in Udaipur city in the Indian state of Rajasthan. It consists of four constituent colleges and 60 affiliated colleges from various districts. The earlier agricultural university was turned into a multi-faculty university in 1964 and named the University of Udaipur. India is stuck in an economic slowdown: What comes next?

India's gross domestic product (GDP) growth has dropped to 4.5% in the July-September quarter of 2019-20, a free fall from the government's ambitious call for a double-digit growth not so long ago. Propelling India into a $5 tn economic behemoth by 2024-2025 also seems implausible now.The fall has been sudden although not entirely unexpected. In the first quarter of 2016-17, India registered a spectacular GDP growth of 9.4%. Today, it's struggling at a 26-quarter low. A severe slowdown is here. The question is, how long will it last? How many more quarters will pass before India can bounce back to a desired 8-10% trajectory? Will Finance Minister Nirmala Sitharaman's slew of interventions — from slashing corporate tax to doling out a real estate package — pay off immediately? Is there a way to accelerate recovery? 72310876 Economists, statisticians and civil servants, whom ET Magazine spoke to, give mixed reactions. Former chief economic adviser to the government, Arvind Virmani, says the economy likely bottomed out in September or October. "So I expect Q3 growth to be higher than Q2. The issue now is what the government can do to accelerate growth recovery and reduce the time the economy takes to return to the 7.5% growth track," he says. What is Virmani's prescription for now? "Besides monetary easing by the Reserve Bank of India (RBI), the government needs to simplify the goods and services tax (GST) and introduce a new direct tax code to clear the tax jungle created by our ancient income-tax law and rules," he says. 72310884 As soon as the GDP numbers were announced on Friday, the Ministry of Finance tweeted, quoting Secretary Atanu Chakraborty, that growth would pick up from the next quarter, reiterating that the fundamentals of the Indian economy remained strong. I don't see a recovery out of those," he says, adding that the economy will recover in two or three quarters only if the government quickly shifts its attention from mega highway projects to smaller core sector activities that have a quicker turnaround time. He also advocates increasing rural outlays to boost liquidity, create demand and thereby incentivise India Inc to invest more.When will Indian Economy Recover? 72311904 72311910 There has been suspicion that India's profit-making companies might have ended up using the massive corporate tax cut to strengthen their books rather than to invest the new-found savings in building factories and offices, which would have spurred growth. In September, the Centre announced slashing the corporate tax from 30% to 22% for companies not availing other tax breaks, and from 25% to 15% for new manufacturers. "The state governments, Union territories and the Centre would need to ensure quick disbursement of payments due to the private sector, so that liquidity improves in the economy," says Shailesh Pathak, CEO, L&T Infrastructure Development Projects. He says highway toll collections indicate that the worst is behind us, especially from late October 2019.Not everyone shares that optimism. Former industry secretary Ajay Dua does not see the economy recovering anytime soon. He blames the government and its think tank NITI Aayog, in particular, for living in denial till mid-August about the slowdown. The FM's first intervention came only in the second half of August, meaning the government did not do much for a big part of Q2, which eventually resulted in a muted number."The slew of measures announced by Finance Minister Nirmala Sitharaman will have an impact only in the medium term. I expect the economy to start recovering from June-July next year, provided we have a good monsoon," says Dua, arguing that the government must release two instalments of PM-Kisan (Rs 4,000) at one go as well as increase the MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme) allocation to spur rural demand. The RBI, for its part, has already lowered its benchmark interest rate (repo rate) five times during this calendar year, taking the cumulative cuts to 135 basis points, from 6.5% in January to 5.15% in October, even as the Consumer Price Index (CPI)-based inflation shot up from a paltry 1.97 to a mildly worrisome 4.62. How much more will the central bank yield, as its stated priority has always been to curb inflation first? RBI's monetary policy committee (MPC), which will meet this week, may consider marginally reducing the interest rate. 72311987 For the government, the headroom to spend money has shrunk after it slashed the corporate tax, taking a hit of about Rs 1.45 lakh crore. The monthly collection of GST, stuck below the Rs 1 lakh crore mark since May, has been a concern for the government. To avoid further economic turbulence, the Centre has pressed the pause button on banning single-use plastics as well as the quick replacement of fossil fuel-guzzling automobiles with electric vehicles. The present state of economy has clearly reversed the government's intent of being environmentally smart.The government cannot take solace from the argument that the economy may have bottomed out if India has to replicate China's fast growth. Today, China's $14 trillion economy is about five times as big as India's $2.9 trillion. And according to the UN's 2019 World Population Prospects report released in June, India will have more people than China by 2027. India will have to grow at 8-10% to sustain this huge population.While China's economy grew only 6% in the July-September period, its weakest pace in over 27 years since 1991, the country's GDP growth surpassed the double-digit mark for 10 years and was 10% and above between 2003 and 2007. For the government, the low Q2 GDP growth numbers should be a clear sign it is time to go full throttle to put the economy on an upward trajectory.

New Delhi: Finance minister Nirmala Sitharaman said the government responded rapidly to concerns raised by industry in the second quarter, although perhaps "not adequately" in some instances. She reiterated that the government would listen to companies and do all it could to put economic expansion back on track. The September quarter saw growth slip to a six-year low of 4.5%."But the developments attached with it, things which go into the making of that number, they're all voiced by you (industry), between July and September, so many times frequently to me, and to the various other ministers, that we were able to… respond in time," Sitharaman said at the Economic Times Awards for Corporate Excellence in Mumbai. "Maybe on many occasions, not really adequately but (the government) did respond in time."The government has already indicated its willingness to address sectoral stress."We are willing to hear, willing to react, willing to give interventions when necessary," she said & asked the industry to "feel absolutely free to convey your sense of what is going on so that the government is a responsive government."Infra investmentStating that "it has been a scattered attempt over the three months," she listed at least 10 of the 36 major steps that the government has taken to boost the economy and spur growth.The Centre has chalked out a plan for investment of Rs 100 lakh crore in the infrastructure sector over the next five years. Sitharaman said the task is near completion and the government will be able to announce the frontloading of spending in at least 10 major projects before December 15.Separately, a task force has begun reaching out to companies that want to move out ofChina, especially with India having lowered the corporate tax rate to 22% from 30%."The last count I came to know was about 12 of them have already been spoken to, their minds understood, their expectation listed out so that the government can come up with a concrete offer for them to shift from where they are now," she said.Banks, liquidityOn the issue of liquidity, the minister said it wasn't a question of fund scarcity. With the Reserve Bank of India at the side of the government, it's clear that business didn't have enough access to credit.Referring to public sector banks disbursing loans worth Rs 2.5 lakh crore in October as part of the outreach programme in 400 districts, she said: "I can see somewhat that that kind of spend has helped in somewhat reviving the consumer spirits and purchases (have) gone up."Her statement assumes significance in the wake of private consumption slowing to 5% growth in the September quarter against 9.8% a year earlier, though that's an improvement over 3.1% in the June quarter this year."I also hope that will lead to a lot more improvement in tax collections," she said.On the partial credit guarantee (PCG) scheme under which pooled assets of nonbanking finance companies (NBFCs) can be bought over by banks, Sitharaman said "things have been a bit slow".TaxationEmphasising anonymous assessment with respect to direct taxes, the minister assured that tax administrators will not do anything which can be construed as harassment.She also said that the government is seeking to simplify the goods and services tax (GST) system by rationalising the many slabs even as items of essential use are kept at the lowest rate if not exempted.

A smartphone is the computing device those entering the workforce today are most familiar with. Only when they start working from an office, in sectors such as banking, insurance, technology, manufacturing or healthcare, do they encounter the computer from their daddy's era - the desktop.A big monitor that sits at the centre of their workspace, attached to a bulky keyboard, a mouse the size of a mouse, and a tower placed on the floor next to the dustbin.Ten years ago, computing devices were getting smaller at such a vengeful pace that few could have predicted the survival of desktops in 2019. Yet, amazingly, desktops aren't dead. In an era when powerful little computers reside everywhere, from your phone to car to refrigerator to earphones, this boxy vestige from the early days of personal computing, often with less computing power than the smartphone in our pocket, continues to survive.The market share of desktops in India has shrunk in the last decade, from 61% in 2010 to about 30% now. But in the enterprise segment, it still enjoys a respectable 38% share, from 73% in 2010. At homes, however, it now enjoys only an 18% share, down from 46% in 2010.Companies prefer desktops for a number of reasons. Security management is easier when the machine is connected to your networks and do not leave the premises; maintenance costs are lower; and desktops last longer than laptops. Besides, some tasks, like being an elite gamer or discovering the next big drug, are done better on the desktop form factor, easily customised to be hooked to big, multiple display monitors and related accessories."Predicting the demise of technology is dangerous," says Richard Lobo, EVP & head, HR, Infosys. Many among the 250,000-odd employees of the IT giant don't even want to carry a laptop and are happy with just a smartphone. 72312717 "Yet demands on tech are getting bigger - 3G to 5G, normal video to HD, digital sound etc- besides programming is highly suited for a desktop environment," adds Lobo, explaining why desktop computers continue to be favoured by many companies. Almost 70% of Infosys employees use desktops, while the rest use laptops.One-third of Cognizant's workforce of around 290,000 uses mobile phones or tablets for work, says Rakesh Bhardwaj, CIO, Cognizant. "Desktops are likely to make way for laptops and other mobile devices over the next few years, but desktops will remain relevant for certain scenarios."Younger companies don't necessarily think the same way. Bengaluru-based foodtech startup HungerBox, for instance, doesn't have a single desktop user. "For all intents and purposes, the desktop is dead," says Ankur Singh, CTO, HungerBox, which has a staff of 1,500. HungerBox uses desktops only to host a few internal applications. "Today's work environment is not characterised by a typical 9-to-5 job. One needs to be connected, be mobile and work remotely quite often," adds Singh.Sure, mobility is a compelling reason to ditch the tethered computers and opt for notebooks and smartphones. Besides, the smaller devices can today be as powerful as the desktops. But for many tasks, enterprises continue to prefer desktops and this is unlikely to change at least for five years.Gartner analyst Tracy Tsai says the shift to smartphones is mainly for content consumption and not content creation. "For public sector entities like government and schools, desktops remain the better alternative," says Tsai. Vickram Bedi, senior director-personal systems at HP India, adds: "Value proposition on commercial side is security and productivity." Banks can"t have employees walk out with sensitive data in laptops. At hospitals, radiologists use large screens for accurate diagnosis, making desktops the preferred device.Desktops are about 20% cheaper to maintain than laptops and have a longer life. 72312724 Rahul Agarwal, CEO & MD, Lenovo India, says: "Desktops can have a life of up to six years (parts can be replaced to extend life) against a notebook's around four years. Desktops give users more graphic card options for running applications that need high processing capabilities."HP's Bedi adds: "Desktop tasks can be done on laptops as well, but that is the best versus good experience."At India's largest computer hardware market, Nehru Place in Delhi, vendor Dinesh Chopra says the resilient appeal of desktops stem from being customisable. When a gamer or a designer needs a machine tailored to her specs (like more RAM, memory, graphics card), they go to people like Chopra, who owns the company Softek Surya, also a seller on ecommerce marketplaces."80% of my sales are for laptops. Though if you need a monitor bigger than 15.6 inch, you'll have to go for a desktop. And there are buyers who want up to 28 inch screens," says Chopra.While the market for desktops is shrinking, manufacturers are coming up with form factors that will keep them relevant for some enterprise users. Jaipal Singh, associate research manager, client devices, at IDC, points to all-in-one devices. These are devices with integrated monitors and detachable screens.Lenovo has shrunk the CPU from a box of about 15 litre capacity to 0.35 litre. "With data on the cloud, form factors will evolve," says Bedi. So information won't be stored on the machine but in the cloud - it could be private enterprise cloud or public cloud.Business application software provider Apttus, founded in 2006, describes itself as "born in the cloud" and has stopped using desktops.Cloud will reduce the dependence on desktops, especially as smartphone makers improve desktop connectivity features. Eventually, workplaces might just provide a monitor, with the smartphone acting as the computing unit. About 400 million people in India carry a smartphone.Does Dell, a leader of the personal computing revolution, think the era of desktops is over? "We don't," says Anand Subramanya, director, product marketing (consumer and small business), Dell Technologies India. "Desktops will continue to stay relevant, with change in form factors and improved features."

Nine women scientists who are doing phenomenal work

Recently, scientist Gagandeep Kang had to forcefully remind a room full of senior colleagues — all men — that she was the chair and that they should speak only when their turn comes. "They hijack the conversation because they don't respect you. This kind of thing happens all the time, and you become so inured to it that you don't realise it," she says. Kang is the first Indian woman to be elected as a fellow of the Royal Society, but even that, evidently, does not protect you from microaggressions from men.It is a reminder of the kind of bias that women in science have to deal with. Prejudice at many levels is one reason why there are far fewer women scientists than men in the higher echelons of science in India. A 2016-17 report, "Status of Women in Science Among Select Institutions in India: Policy Implications", supported by NITI Aayog, found that while women constitute over a third of science graduates and postgraduates, they make up only 15-20% of tenured faculty across research institutions and universities in India. "As a group, it is not easy for women to stay in science. Only 14% of scientists are women," science writers Nandita Jayaraj and Aashima Dogra write in their recent book, 31 Fantastic Adventures in Science: Women Scientists in India.However, there are women who have beaten odds and shattered stereotypes and glass ceilings. This special feature looks at nine such women who are doing critical work in science and technology in India. They work on an array of complex problems — in fields ranging from quantum computation to paleoecology. Neuroscientist Vidita Vaidya is looking to decode how experiences and the environment affect the circuits in our brain, which might offer a clue to how we develop psychiatric disorders. Aditi Sen De, the first woman to receive the Shanti Swarup Bhatnagar Prize in physical sciences, is working on different aspects of quantum communication, a field that uses the laws of quantum physics to protect data.This is by no means an exhaustive list of exceptional women scientists, but they are representative of the brilliant minds that have striven and made it to the top and become exemplars. As Kang says, "If you see role models, you see areas you can aspire to. You need to see women doing this to understand this is feasible for you."Machine TeachingSunita Sarawagi, 50 Institute Chair Professor, Computer Science & Engineering, IIT-BombayArea of Research: Data mining, machine learningWorks on extracting structured info from unstructured data & how to maximise the reuse of deep neural network models used in translation.The "x+1 syndrome" was a familiar joke among nonresident Indians in US tech circles in the late 1990s. Many NRIs would declare in year x that they would go back to India in year x+1 — except that they never did. "I didn't want to fall into that trap," says Sunita Sarawagi. So in 1999, after her PhD in computer science from the University of California, Berkeley, and a stint at Carnegie Mellon, Sarawagi returned to India with her husband and joined IIT-Bombay. "At that time, the internet boom was just taking off in the US but we decided not to waver. We had the zeal to do something in India," says Sarawagi, now the institute chair professor of computer science and engineering at IIT-Bombay.Sarawagi is one of the foremost figures in the fields of data mining and machine learning in India, and is the recipient of this year's $100,000 Infosys Prize in engineering and computer science. She has been working on the problem of information extraction, or how to extract structured information from unstructured data, for close to 20 years, and is considered one of the pioneers in the field. Information extraction has a wide range of applications, from data mining for trends to automation of tasks.How did Sarawagi — the girl from Balasore, a town in Odisha — zero in on computer science in the late 1980s? It happened by chance, she says, after she cleared the joint entrance exam to the IITs. "The trend then — and even today — was to take the most preferred field of the day, depending on your rank. Those days, it was computer science," she says. At IIT-Kharagpur, she was the only girl in her undergraduate batch of 25. The ratio, she says, has improved since then. "But that doesn't mean much because it was really poor to start with."About her recent research, Sarawagi says she is "working in the bowels of machine learning". One of the problems she is working on is how to maximise the reuse of deep neural network models used in applications like translation, which typically require huge investment and leave a large carbon footprint because of the energy used to train models. "Suppose you have a Hindi-to-English translation model trained on mainstream topics. How can you repurpose this for translations on a niche topic?"She spent two years as a visiting scientist at the Google headquarters in Mountain View, California, where she worked on increasing the diversity of recommendations made in applications like YouTube, which use machine learning-based models. She also worked on a model for improving responses in Google Duo, and on algorithms to organise structured information. What she dreams of working on someday — with the emphatic caveat that it is still a pipe dream — is to use machine learning and artificial intelligence to improve the level of primary education in India. "Considering one of India's biggest challenges is the lack of teachers and infrastructure, I want to see if we can do anything about it in terms of technology," she says.Brain GainVidita Vaidya, 49 Professor, Tata Institute of Fundamental ResearchArea of Research: NeuroscienceWorks on how experiences, stress affect the circuitry of the brain 72309879 Vidita Vaidya recalls being fascinated by the idea of behaviour right from childhood. Watching documentaries of primatologists Jane Goodall and Dian Fossey, Vaidya, the only child of doctor-scientists, who lived on a verdant research campus in Goregaon, Mumbai, became enamoured with the two women who were out in the wild, studying the behaviour of chimpanzees and gorillas. By the time Vaidya was ready to go to college, she knew she had to study the brain to learn about behaviour. It's something she has now devoted her life to.If as a young girl, her curiosity was piqued by how a caterpillar knew exactly how much thread to weave, as an adult Vaidya grapples with weightier questions, involving the circuitry of the human brain. What makes her research all the more complex is that the brain is constantly open to being influenced by experiences and the environment. Vaidya and her team are trying to understand the circuitry that regulates emotional behaviour, and how these neural circuits respond to experiences and changes in the environment, particularly in the early stages of life. "Understanding how experience shapes these circuits gives us an understanding of how these circuits respond in an adult brain when you are faced with a life challenge.That may give us an understanding, mechanistically, of how you develop a psychiatric disorder," says Vaidya, now a professor at the Tata Institute of Fundamental Research (TIFR) in Mumbai. She returned to Mumbai after studying at Yale University, Sweden's Karolinska Institutet and Oxford University and joined TIFR, where she set up her own lab when she was just 29. "I was a kid!" laughs Vaidya, now 49. While finishing her PhD at Yale, she came across women who were not afraid of balancing life and work the way they wanted to. "I saw one of them, a role model, not hesitating to take her child to all the meetings of the Society for Neuroscience. That's when I realised the importance of seeing people like you, making choices like you," says Vaidya, who believes discussions around gender are a start to the broader discussion on why we don't have more diversity and inclusion in academia. The other angle her lab at TIFR is looking into is how neural circuits respond to drugs used to treat depression and anxiety. Many of these drugs are slow-acting or in some cases have no effect at all. By figuring out whether drugs can functionally change the underlying circuitry to eventually improve behaviour, Vaidya hopes to make drugs more effective. For the pioneering path she is furrowing, several accolades have come her way, from the National Bioscience Award in 2012 to the prestigious Shanti Swarup Bhatnagar Prize for Science and Technology in 2015. But what keeps her motivated is the sheer excitement of doing what she is doing. "I think about how privileged I am to be part of this incredible scientific journey. I often tell myself that it's rare to have a job that you are so excited to do."Going by the gutGagandeep Kang, 57 Executive Director, Translational Health Science & Technology InstituteArea of Research: Gastrointestinal sciences, typhoid, nutrition Works on infections of the gut, as part of which she helped develop India's first indigenous rotavirus vaccines; she is building typhoid surveillance networks and a roadmap for cholera. 72309886 For each child to be able to achieve their full potential, what do you need to do in their first 5, 10 and 15 years? What should you do to set them up for success, instead of failure?" This is not a philosophical question or the blurb of a self-help book. This is what Gagandeep Kang — the first Indian woman to be elected a fellow of the Royal Society — describes as the problem she ultimately hopes to solve, to help in the growth and development of children. As a clinician researcher in public health, Kang has already done pioneering work towards making this possible, helping develop the first indigenous vaccines against rotavirus, the leading cause of diarrhoea in children under five years. In India, over 1 lakh children under five die every year due to diarrhoeal diseases.A medical doctor by training, Kang started out on the path of research once she decided that she did not want to get sucked into the tedium of seeing the same patients over and over, which tends to happen in microbiology, her specialisation. She began focusing on diarrhoea and viral gastroenteritis and has now been studying gut infections, particularly in children, for decades. The 57-year-old is considered an expert in gut functions and its relationship with development. Her other areas of work include typhoid surveillance and developing a roadmap for cholera."Typhoid is a hugely under-recognised problem in the country because it affects the poor. Similarly, cholera is a disease of the poor and nobody is particularly bothered about it. And these are both vaccine preventable," says Kang. Her lab has done studies showing India has the highest rate of typhoid in the world. Nutrition is another focus, especially how constant infections can damage the gut and, in turn, the ability to extract useful energy sources from the food you eat. The daughter of an engineer in the Indian Railways and a schoolteacher, Kang credits the innovative approaches at her alma mater, Christian Medical College, Vellore, for her commitment to public health. "That training is incredible. (After going through it) there is no way you cannot think of public health in all that you do," she says.As someone from a relatively privileged background, Kang says, for a long time, she believed that she had never faced any barriers, till she began analysing her years of work. "We don't even realise how prevalent microaggression is," she says. It turns out that not even election to the Royal Society shields you from it. Recently, at a meeting she was chairing after she became a fellow, it reached a point where she had to intervene and firmly remind everyone in the room — all men — that they should speak only when they were asked to.The construct that has been placed about women who put themselves forward in any field is that if they push back, they are viewed as uppity or strident, she says. "The more female role models you have out there, the less pervasive that conceptualisation will be," says Kang.Rare BirdFarah Ishtiaq, 46 Senior Scientist, Tata Institute for Genetics and SocietyArea of Research: Evolutionary ecology Works on the spread of malaria in birds 72309951 It's a situation that irks Farah Ishtiaq no end: whenever there is an outbreak of viral diseases like dengue or Zika, people want to know which strain of virus is causing it and how many people will be affected by it, but not much else. There is hardly any effort to study disease ecology, she says. "We really have no information about the diversity, distribution or abundance of the mosquito, or where the reproductive isolation (cessation of reproduction) of the parasite takes place, without which the virus can't be transmitted. Without understanding how a pathogen is moving and what is triggering its transmission, how are you going to control the disease?" asks the 46-year-old evolutionary ecologist.Ishtiaq is the only scientist in India, and one of the few in South Asia, to study in detail the spread of malaria in birds. For close to a decade now, she has been researching avian malaria, doing field work across seven sites in the Himalayas where she monitors bird migration, temperature gradient and what parasites birds are carrying, among other things. Ishtiaq's study on birds could have an effect on research on human malaria, which affects over 9 million in India, even though the host is different. "The kind of data I'm collecting can be easily applied to human parasites, too, and you can predict changes there as well," says Ishtiaq, a recipient of the Wellcome Trust and Marie Curie fellowships, the latter from the European Commission. A predictive model based on tracking malaria in birds will shed light on how changes in the environment can influence pathogen transmission. "Based on the fine-scale data we have on temperature and avian parasites, I can come up with models to predict when the disease is likely to expand, if at all, and what species will be vulnerable to this change." The temperature variations brought about by climate change makes Ishtiaq's work even more pertinent.It was a postdoctoral offer from The Smithsonian in the US that changed the course of Ishtiaq's life and career. The ecologist, who had been passionate about birds since childhood, had been on the lookout to study about genetics and molecular tools she could use for bird conservation, when she was given the opportunity to study the extinction of native Hawaiian birds due to diseases like malaria (close to a hundred of Hawaii's 140 native avian species have become extinct) . "The source of the diseases were birds from Africa and India introduced to the island by Europeans and yet you don't hear about malaria in birds in India." This kindled her curiosity. "It made me think that birds in India, of which there are so many species, must be carrying malaria since malaria is endemic here." She decided that she needed to work on disease ecology, what happens among birds here and how that relates to human health. To get to the root of what happens in cases like the Zika outbreak in Rajasthan and Gujarat, Ishtiaq says a concerted effort by government, public health workers and scientists is needed. "No one party can do it alone."Trawling the depths of timeDevapriya Chattopadhyay, 39 Associate Professor, Dept of Earth Sciences, IISERArea of Research: Paleoecology Works on fossil records of molluscs from Kutch to study the effects of ocean circulation millions of years ago 72309962 Devapriya Chattopadhyay delves very deep into the past — about 20 million years ago, to be specific — to find the possible pathways of the biodiversity crisis that we are facing now. An associate professor at the Indian Institute of Science Education and Research (IISER) in Pune, Chattopadhyay works in paleoecology, or ecology of the past, by studying fossil records from the Miocene epoch, during which the Arabian Sea got disconnected from the Mediterranean Sea.For her research, Chattopadhyay collects fossils of molluscs from Kutch in Gujarat, which was an ocean floor millions of years ago, and where fossils records are well-preserved. "The majority of the factors that govern extinction of groups take a really long time, much longer than the human timescape," says the 39-year-old. "If you really want to understand the processes that trigger these changes, how these factors operate and how these are interlinked, you need to understand the long-term effects, which is through fossil record." Crucially, understanding these mechanisms could give a sense about which groups might be vulnerable to the present environmental crisis and which species are close to extinction. "Unless we understand the mechanism, our predictions are going to be flawed," says Chattopadhyay, who got interested in paleoecology once she started majoring in geology.One of the questions she is working on is the effects of changes in ocean circulation caused by the Arabian Sea's disconnection from the Mediterranean Sea millions of years ago. "We are looking at the evolutionary trajectory before and after it happened as well as trying to understand the effect of climatic changes during this time on sea creatures." Her team is also looking to decode the environmental triggers, which primarily control which sort of organism is going to be where, for which they are looking at molluscs all along the Indian coast. "Once we understand their species composition, we try to relate it to various environmental variables, to see their effects on biological organisms."Her findings include the important discovery that among all the triggers controlling the distribution of molluscs on the northwestern coast of India and the rest of the coastline, salinity fluctuation is one of the biggest. "It gives us a clue about what global warming might be doing because the melting of ice and freshening of water are leading to a drop in salinity of the sea water. While we work with molluscs, this is probably true for other marine groups, too," she says. "We should be really worried."Hailing from Balurghat, a small town in north Bengal, Chattopadhyay did her undergraduate degree from Kolkata, before going to IIT-Bombay for her master's and the University of Michigan for her PhD. Based on her experience, she says, there is a tendency among women to first blame themselves for the adverse fallout of gender bias, before they even reach a stage where they become cognisant of it. "It took me years to see this."Minding our languagesKalika Bali, 48 Principal Researcher, Microsoft ResearchArea of Research: Human language technology, artificial intelligence Works on how mixed languages can be processed, and building lowresource language technology models 72309974 According to a UNESCO report on e-inclusion, language is the biggest obstacle for underprivileged, underserved communities to access digital services, says Kanika Bali. "Now think of India, with so many languages, where English is spoken only by a very small percentage of the elite. It becomes so much more important to remove that obstacle, to provide services in a language people can understand and access." Helping remove this obstacle is what drives Bali, principal researcher at Microsoft Research, who is working on machine learning, human-computer interaction and human language technologies.At Microsoft Research, she is working on two major projects to enable this accessibility. One of them is Project Melange, which looks at processing and generating code-mixed language, or a mix of more than one language (like Hinglish). This becomes important as more and more people get access to tech, and AI assistants become more ubiquitous. "We cannot force people to stick to a single language if that's not how they speak," says the 48-year-old. Current speech and text systems tend to focus on one language. With the second project, ELLORA (Enabling Low Resource Languages), she and her team are finding ways to collect data to build language technology models that will conserve resources. "Current language technology uses huge amounts of data. For example, speech systems in English are trained on tens of thousands of hours of speech data." There are Indian languages with hardly any data but Bali argues that we should not be saying we cannot build, say, a system in Marathi unless we have 2,000 hours of data which would take years to collect. She and her team have had some success with the Gondi language, working with the nonprofit CGNet Swara and IIIT-Naya Raipur to create an app called Adivasi Radio, which lets users access text content in Gondi in the spoken form. "We took a Hindi model and, with a bit of Gondi data, tweaked it." It's a model she hopes to replicate in other languages.Bali, who is on the board of the India chapter of the Association for Computing Machinery-Women, took an unconventional path to technology. After a degree in chemistry, she moved on to a master's in linguistics from the Jawaharlal Nehru University and a PhD from the University of York in phonetics. While she was working as an academic, a speech technology company in Europe took note of a paper she presented and recruited her to work in their R&D department that was building speech technology systems, giving her the first taste of what it is like to work in language and technology. "I liked how I, as a linguist, could inform how technology could be built. I was hooked!" says Bali, who learnt the engineering technology on the job.When she returned to India in 2002 to work in a company started by four scientists from the Indian Institute of Science in Bengaluru, there was very little work going on in creating language tech systems for Indian languages. Bali was one of the few who understood both language and tech, and could consider herself a bridge between the two worlds. She says ensuring people can access technology in their own language is what drives her. "It's why I returned to India, why I got into technology and the reason I get up and go to work every morning."Taking a quantam leapAditi Sen De, 45 Professor, Harish Chandra Research InstituteArea of Research: Quantum computation, information, cryptography Works on finding the right quantum mechanical system for a quantum computer. 72309992 The global race in quantum computing and cryptography is fierce, and with good reason. Quantum computing holds out the prospect of solving certain problems far faster than conventional computers, while quantum information systems can transmit data that cannot be decrypted. This will have far-reaching implications — in fields from banking to national security."For instance, if an enemy has a quantum computer, it can easily break down the classic cryptography systems we are currently using, while quantum cryptography cannot be broken even with a quantum computer," says Aditi Sen De. Or, take internet banking, where the login and password are known only to the user. "This security we now use is built on certain mathematical problems which you cannot solve using a classical computer within a reasonable time. A quantum computer can do it in a reasonable time." De would know. The short-haired, bespectacled 45-year-old became the first woman to receive the coveted Shanti Swarup Bhatnagar Prize in physical sciences in 2018, for her contributions to quantum information and communication.Her interest in quantum computing began when she was doing her master's in applied mathematics in Kolkata, at a time when not many people in India were working on it. De was accepted for a PhD at the University of Gdansk in Poland where, she says, she was able to work with one of the best theoretical groups in quantum information. De, a professor at the Harish Chandra Research Institute in Allahabad, and her students are currently working on different theoretical aspects of quantum communication, along with seeking a potential physical system in which a quantum computer can be implemented. "We are trying to find the right candidate for a good quantum mechanical system in which a quantum computer can be built. A quantum computer is very fragile so you have to find the proper medium which will allow you to use it for some time," she says.While there are a few groups like De's doing theoretical work in quantum computing in India, she rues that India's experimental progress in the field is far behind the rest of the world's. Several countries have institutes dedicated to quantum information and computation, including China, Canada and Singapore. China has leapfrogged in this area, becoming the first country to launch a quantum satellite, which enabled the first quantum-encrypted communication across hundreds of kilometres."If we really want to catch up, we need a place where theoreticians and experimentalists work together, and where there will be dedicated scientists who will work only on this," she says. Google recently created headlines with the news that it had attained "quantum supremacy" with a processor able to perform tasks in minutes what it says supercomputers would take thousands of years. De also worries about the "leaky pipeline" of women scientists. "There are many good female students up to the master's level. But where do they go after that?" For this to change, she says there has to be a more gender-equal environment, including facilities like day-care at conferences. Women, too, she adds, have to fight. "You cannot leave the ground."Reaching for the moonMuthayya Vanitha & Ritu Karidhal Senior Scientists at ISRO. Vanitha was project director, & Karidhal was mission director of Chandrayaan-2Area of Research: Data interpretation, mission design Vanitha has been working in telemetry and data interpretation, including creating data handling systems for remote sensing satellites. Karidhal was deputy operations director of the Mars Orbiter Mission 72310001 Among the many grey-haired scientists at the Indian Science Congress in Chidambaram in 2007 were five young scientists from the Indian Space Research Organisation (ISRO), selected for the potential they displayed. Muthayya Vanitha, then an engineer with the ISRO Satellite Centre (now known as the UR Rao Satellite Centre), was the only woman in the group. "We wanted to pick the young stars in the organisation," recalls former ISRO chairman K Radhakrishnan, who was organising the session on space at the conference. It is only logical, he says, that she became the project director of Chandrayaan-2, in the process becoming the first woman to head an interplanetary mission at ISRO.Vanitha and her colleague, mission director Ritu Karidhal, shot to fame earlier this year as the two women helming one of India's most ambitious space missions — Chandrayaan-2. Its payload included a rover which was to land near the moon's south pole, and an orbiter and a lander. Despite a hard-landing by the rover, the two scientists caught the imagination of the nation.Vanitha, an electronics systems engineer from the College of Engineering in Guindy in Chennai, was earlier deputy project director for data systems for various satellites like Oceansat-2, while Karidhal, who did her master's in aerospace engineering from the Indian Institute of Science, had been deputy operations director of Mangalyaan, the Mars Orbiter Mission. She was lauded for her efforts in designing India's frugal mission to Mars, a success at the very first attempt.At public talks, Karidhal has often mentioned how she was drawn to the stars even as a child. "Science was not just another subject but a passion," she told the audience at a TED talk. Karidhal, who has spent 22 years in ISRO and is now a senior scientist like Vanitha, won ISRO's "Young Scientist Award" in 2007. Vanitha was part of Nature magazine's list of 10 scientists to watch out for in 2019, as the project director of the moon mission. "Vanitha was able to deliver several projects and rose to the level of group director. She was made associate project director of Chandrayaan-2 based on her technical capabilities and team management skills. It was natural that she was elevated to the post," says M Annadurai, who was earlier project director of Chandrayaan-1 and -2.Despite the general paucity of senior women scientists in India, both women had mentioned that they had personally not faced any hurdle because of their gender. Yet in its 50-year history, the country' space agency has not had a woman as its head. But that too might change. In an interview to Minnie Vaid, author of Those Magnificent Women and Their Flying Machines, Karidhal said "Senior women scientists in the fields of remote sensing and communication satellites have become programme directors, and once the numbers increase, a woman director will not be a rarity."

Hyundai set to export Venue to Latin America, Africa

DELHI: Hyundai Motor India on Saturday said it is gearing up to export its compact SUV Venue to various markets including Africa and Latin America.The left hand drive (LHD) version of Venue is under development and is planned to be exported to the Gulf, Africa and Latin America, Hyundai Motor India Ltd (HMIL) said in a statement.The company, which expects bookings for the model to cross 1 lakh mark in the current year, is all set to ship out Venue to the South African market."A major shipment of 1,400 units will be exported to South Africa from Chennai Port in December," Hyundai Motor said.The company is already exporting the SUV to Nepal, Bhutan, Mauritius and Seychelles, it added."Venue has become customers' first choice in India and global markets. Launched in May 2019, the model has penned a new success story, registering over 90,000 bookings in the country," HMIL MD and CEO S S Kim said.The company will continue the momentum next year as well with new product launches, he added.

Govt prepares to auction coal to stressed power plants

New Delhi: The government is preparing to auction supply of coal to stressed power plants, which must sell the electricity produced using this fuel on the spot market.The auctions, likely to start by February next year, will be reserved for non-captive power plants which do not have power purchase agreements (PPAs) for more than half their capacity, according to the bid guidelines released by the power ministry. Power minister RK Singh told ET that the move allowing coal supply for short-term electricity trade would help revive stressed power assets."So far, coal was allocated for long-term and medium-term PPA holders. With this, stressed power stations may be revived," the minister said, adding that this would also enable deepening of the power market as the electricity would be traded through the power exchange.However, industry officials said the upcoming coal auctions were not different from the special forward coal auctions held by Coal India for the power sector. They said the new auctions had many restrictive clauses, too.According to the guidelines issued by the ministry on Wednesday, the power generated through use of this coal must be sold on the power exchanges or shortterm market through bidding on the power ministry's DEEP portal.Also, the net surplus proceeds generated in this manner, after meeting operating expenses, shall be entirely used for servicing debt. "The power ministry will work out in consultation with the Department of Financial Services a mechanism to ensure this," it said.The plan has been finalised eight months after the Union Cabinet on March 7 approved granting coal supply to power plants holding short-term power purchase agreements.According to the rules, Coal India and Singareni Collieries Company will earmark mines for coal supply for these auctions. The quality and quantum of the coal, period for which it will be available and the schedule for the supply to start will be indicated to the bidders. Based on these facts, bidders can offer a premium on coal in the auctions."Auctions for coal linkage under this methodology shall be carried out every quarter to cater to the dynamic requirements and demand variations in shortterm and day-ahead markets. An annual calendar shall be published on coal companies' website showing the months in which the auctions will be held," the methodology said.Sources said a dozen of the 34 stressed power plants were likely to become standard, with the steps taken by the government and resolution processes adopted outside insolvency by their lenders. The government's coal supply auction scheme — Shakti, launched in May 2017 — and the two rounds of PPA auctions have helped ease the stress of many power plants, they said.
