| PM inaugurates India’s first Ro-Ro service in Gujarat Posted: 22 Oct 2017 02:02 AM PDT Prime Minister Narendra Modi on Sunday inaugurated the first phase of his ‘dream project,’ the Rs 650-crore, 31-km ‘roll-on, roll-off’ (Ro-Ro) ferry service between Ghogha in Bhavnagar district of Saurashtra region and Dahej in Bharuch district of South Gujarat across the Gulf of Khambhat in the Arabian Sea. “This may be a project between Ghogha and Dahej, but it is a landmark project in South East Asia. The ferry service is a first of its kind. It is a dream come true for people of Gujarat,” Modi said after inaugurating the service via remote control. The prime minister hit out at previous governments. saying they had made such structural changes that made it impossible for projects like Ro-Ro service to fructify. He said they insisted that the Ro-Ro service provider needs to build terminals. “Tell me, do aircraft operators build airports or bus operators build roads? It is the government’s job,” he said. He said earlier governments had tried to stall several development projects in Gujarat, but since he became prime minister, many issues challenging the growth of the state had been sorted out. “When I was the chief minister of Gujarat, we faced hostility from the then central government. Several efforts were made to stall industries and the states progress. Over the last three years, we have changed that,” the prime minister said. The ferry service has been hanging fire for various technical and financial issues since 1995 and was first conceived in the early 1960s. The foundation stone for the current works was laid by Modi as the chief minister in 2012. The ferry service would now reduce the travel distance between Saurashtra and South Gujarat from 360 km to 31 km, saving five hours in travel time and money for people frequently travelling between the two regions. The ferry can take up to 250 passengers. In subsequent phases, the ferries would be able to transport cars and trucks across the Gulf. The project would be a boon for over 25 lakh people from Saurashtra settled in diamond and textiles hub of Surat in South Gujarat. The prime minister said plans were afoot to expand the ferry service to Hazira at a later stage. The ferry services would not be restricted to one route. “We are planning to link other places also through ferries. I am told that a pre-feasibility report for a similar project across Gulf of Kutch is ready,” he said. Calling coastal areas as gateways to progress, the prime minister said over the last three years, his government was seeking to harness the opportunities by developing coastal infrastructure. “We seek to create a crore employment opportunities.” Modi then boarded the ferry Island Jade from Ghogha to travel via sea route to Dahej, which he would reach after an hour-and-a-half, before flying off to Vadodara, where he would address a public rally and inaugurate projects worth Rs 1,140 crore. | Here are the 5 things PM Modi needs to do to rebut Rahul Gandhi Posted: 22 Oct 2017 01:36 AM PDT Dear Narendra Modi, You protested recently that some people sleep well only after spreading pessimism all round. Rahul Gandhi responded by highlighting global pessimism: India has slipped to 110th among 119 countries in the Global Hunger Index of IFPRI (International Food Policy Research Institute). Now, many problems may be exaggerated by international organisations. But you will bore the public by criticizing technical flaws in the Global Hunger Index (GHI). Instead, you need to show that India is far less hungry than critics allege, and that you are remedying problems that are real. The GHI is based on four measures: undernourishment, under-5 child mortality, stunting (shortness for age) and wasting (low weight for height) of children. None of these actually measures hunger. A more accurate title might be World Child Nutrition Report, but IFPRI prefers “hunger” as a sexier sales pitch. India is one of the few countries with hunger data in NSSO surveys. These show that hunger declined from 16% of the population in 1983 to 1.9% in 2004-05. Instead of trumpeting this as a success, you have stopped asking questions about hunger altogether in your surveys! Why? Many feel embarrassed by such a low hunger ratio. After all, India is still poor. Besides, huge subsidies to two-thirds of the population look unwarranted if only 2% are hungry. Poverty experts like NC Saxena explain away low NSSO hunger ratios by saying people are too ashamed to admit hunger. He then cites a UNDP survey of 16 of the poorest districts reporting serious food inadequacy in 7.5% of households and some inadequacy in 29%. With no sense of irony, Saxena thinks people responding to UNDP surveys suddenly lose all the shame they suffer from when responding to NSSO surveys! Nobel Laureate Angus Deaton and Jean Dreze found that calorie consumption in the poorest 25% of the population had actually fallen from 1,683 in 1987-88 to 1,624 in 2004-05 despite substantial income increases. Additional income was used not for more calories but to switch to superior foods and non-food items. Clearly the poor have priorities other than calories. To insist that their reported and demonstrated lack of hunger is illusory is patronising elitism. Many studies show that mechanization has greatly reduced calorie requirements. Instead of walking for miles, people now cycle or take buses. Agriculture, industry and services have all become highly mechanized, reducing dramatically the use of manual labour. Yet the calorie norms have not been reduced. This greatly exaggerates undernourishment. Former Niti Aayog chief Arvind Panagariya argued that international norms on child stunting and wasting were wrong. India has higher life expectancy at birth, lower infant and child mortality, and lower stillbirth and maternal mortality rates than most African countries, yet international norms show Indian children to be more stunted and wasted than African ones. Something is seriously wrong here. Yet, whatever the exaggerations, surely there are genuine problems too. India’s child mortality rate is 47 deaths per 1,000 births, against 38 in Bangladesh, 27 in Indonesia and 10 in Sri Lanka. This may have more to do with insufficient vaccination and nutritional awareness than hunger, but is a problem nevertheless. Again, many studies reveal discrimination against women, especially female children, in food and health spending. A man who tells surveyors there is no hunger in his household may speak for himself and not his wife and little girls. This may be more a gender than food problem, but nevertheless needs remedying through a massive awareness campaign on the evils of gender discrimination, the special needs of pregnant women and babies, and the case for female empowerment through self-help groups. Research by Dan Spears and others has shown that even when calories are consumed, they are not absorbed because of diarrhea and insanitary conditions. Full stomachs may therefore translate into stunted bodies. The answer is better sanitation rather than more food subsidies. Mr Modi, you can do five things to rebut Rahul Gandhi and IFPRI. First, restart measuring hunger in NSSO surveys: international organisations will find that difficult to ignore. Second, revise Indian calorie norms in view of widespread mechanisation, and urge world bodies to follow suit. Third, combat critics spinning data with counter-spin. Spin your own emphasis on gender equality to say it also attacks maternal mortality and child stunting. Spin your Swachh Bharat scheme to boast that, as the first politician to aim for an open- defecation-free India, you target not just cleanliness but malnutrition. Finally, implement the Food Security Act’s promised cash benefit to pregnant and lactating women, naming this project after Deen Dayal Upadhyaya. | Maruti becomes No. 1 exporter of passenger vehicles from India, Hyundai 4th Posted: 22 Oct 2017 01:16 AM PDT Maruti Suzuki India has become the largest passenger vehicles exporter from India in the first half of the ongoing fiscal, dethroning Hyundai Motor India Ltd which has now been pushed to fourth spot behind Volkswagen and General Motors. In the April-September period this fiscal, Maruti Suzuki India (MSI) exported 57,300 units of passenger vehicles (PVs) as against 54,008 units in the year-ago period, up 6 per cent, according to the latest data by Society of Indian Automobile Manufacturers (SIAM). The long-running number one exporter, Hyundai Motor India Ltd (HMIL) on the other hand shipped 44,585 units as against 63,014 units in the year-ago period, a decline of 29.25 per cent. The company is now behind Volkswagen and General Motors India in terms of export of PVs from India. During the first half of the fiscal, Volkswagen India exported 50,410 units at a growth of 16.92 per cent. It is now the second biggest exporter of PVs from India behind MSI. Last year, it had exported 43,114 units during the same period. Interestingly, General Motors (GM) which had on May 18 this year decided to stop selling its vehicles in India after struggling for over two decades to make a mark, is now the third biggest exporter of PVs from the country. In the first half of the fiscal, GM exported 45,222 units as against 30,613 units in the year-ago period, a growth of 47.72 per cent. The company exports vehicles from its manufacturing plant at Talegaon in Maharashtra. It has sold its first plant at Halol in Gujarat to MG Motor India, an arm of China’s SAIC. Another US auto major, Ford also posted impressive growth in exports of PVs from India during the period. The company’s overseas shipments stood at 42,412 units as against 31,467 units in the same period last fiscal, up 34.78 per cent making it the fifth biggest exporter from India. Nissan Motor India, which was the third biggest exporter last year saw its overseas shipments during the first half of the fiscal decline by 37.11 per cent to 30,872 units from 49,091 units in the same period last fiscal. It now occupies the sixth spot. |
| ONGC plans to raise oil output by 4 MT by 2020 Posted: 22 Oct 2017 01:16 AM PDT NEW DELHI: ONGC has drawn a blueprint to raise crude oil production by 4 million tonne (MT) and almost double natural gas output by 2020 to meet Prime Minister Narendra Modi’s target of cutting India’s import dependence by 10 per cent, Chairman Shashi Shanker has said. The state-owned firm will raise crude oil production from 22.6 MT in 2017-18 to 26.42 MT in 2021-22. “Prime Minister had given a call to cut country’s oil imports by 10 per cent by 2022. Our roadmap for meeting that is ready,” he said. “We intend to increase crude oil output by 4 million tonnes and raise gas production from current 60 million standard cubic meters per day to 110 mmscmd.” The nation’s biggest oil and gas producer has prepared the ‘Roadmap for Import Reduction’ two years after Modi set the target for reducing oil import dependence by 10 per cent, from 77 per cent in 2013-14. India spend almost USD 1 trillion on crude imports from financial year 2005-06 to 2015-16. “ONGC management is keen to ensure that the Prime Minister’s vision of 10 per cent import reduction is met,” he said, adding that the roadmap estimates oil and gas supplies from all past discoveries, ongoing development as well as potential projects slated for development. As on October 1, 2016, ONGC had 577 hydrocarbon discoveries. Most of them were either in production or action had been initiated to monetise them. The blueprint addresses monetisation plan of all the discoveries of ONGC, barring about 42 finds which are isolated /far from existing infrastructure, or have very low volumes or are located in difficult areas. “Prevailing natural gas price may pose viability issue for some of the discoveries but we hope that movement towards free market pricing in coming years will aid their production,” Shanker said. ONGC currently gets USD 2.89 per million British thermal unit as the price for natural gas produced form most of its fields. This rate is half the imported price and 45 per cent of the USD 6.3 price that yet-to-be-developed gas finds in difficult areas like the deepsea command. Most of the gas finds of ONGC are in shallow waters and do not command the difficult field rates. According to the roadmap prepared, output from the currently producing fields is projected to fall from 18.5 MT in the current fiscal to 12.66 MT in 2021-22. About 5.3 MT is expected from fields where investment approval has already been given and another 8.45 MT from the fields that are under conceptualisation or investment approval is under process. For natural gas, the output is projected to drop from 19.73 billion cubic meters from current fields to 11.9 bcm in 2021-22. The situation is rescued by fields that are under development or conceptualisation that will give 29.65 bcm in 2021-22. |

| Why Gujarat’s Ro-Ro ferry is a revolutionary step for Indian economy Posted: 22 Oct 2017 12:41 AM PDT NEW DELHI: Prime Minister Narendra Modi’s inauguration of the first phase of Ro-Ro (Roll on, Roll off) ferry service between Ghogha and Dahej in Gujarat today is a revolutionary step for India in transport and logistics. This will be South Asia’s first world-class Ro-Ro ferry service. By linking South Gujarat and Saurashtra and allowing vehicles with passengers aboard, the ferry service will save travel time and fuel and clear congested roads. It will also give a boost to the entire Saurashtra economy. Transporters and travellers could simply reach Ghogha port, drive their vehicles inside a Ro-Ro ferry and reach Dahej within 90 minutes flat for the onward journey. Once complete, the service will be extended to other locations across the Gulf of Khambat and Gulf of Kutch. There are also ambitious plans to connect the state to Mumbai and other southern states by this link. Commonly used all across North America and Europe , the Ro-Ro ferry service is seen as a game-changer for transportation of goods and passengers in India. The ferry service has been funded partly by the Gujarat government and the Sagarmala project of the central government. The programme aims to promote port-led development in the country by harnessing India’s 7,500-km long coastline, 14,500-km of potentially navigable waterways and strategic location on key international maritime trade routes. Sagarmala will boost trade and employment in a big way. The government says at least one crore jobs would be created under Sagarmala in the next four to five years. According to logistics solutions provider Global Ocean Group, Sagarmala project will add 2 per cent to the country’s GDP. The Ro-Ro ferry is a small part of Sagarmala project but an indicator of things to come. Development of waterways will boost Indian economy when mobilty and logistics are key to development of business and trade. Gujarat’s Ro-Ro ferry will set an example that can be followed at many other places along India’s coastline. Unfettered and cheaper transport, the biggest benefit of such a ferry service, will be a multiplier for regional trade and business. |
| UIDAI security key in 13.8 lakh telecom biometric units: CEO Posted: 22 Oct 2017 12:41 AM PDT NEW DELHI: Nearly 13.8 lakh biometric devices in use by the telecom sector for Aadhaar authentication have been made compliant with UIDAI’s new encryption norms, according to CEO Ajay Bhushan Pandey. The move is aimed at adding a new device-level security layer at a time when Aadhaar-based e-KYC is being used by telecom industry for fresh connections and re-verification of existing mobile subscribers. “In telecom sector, about 13.8 lakh fingerprint devices have been upgraded as registered devices with the new encryption key. Telecom industry is now fully compliant,” the UIDAI CEO told . Overall, about 15 lakh devices have been “upgraded”, meaning that these devices, that were being used in the field for biometric authentication, have now been secured with a new layer of encryption. All new biometric devices, as it is, have the latest encryption norms in place, Pandey added. “In all, about 15 lakh devices have been upgraded out of 20 lakh such units in circulation in various sectors…many banks are also in the process of upgrading their biometric units,” he added. Lauding telecom companies for completing the “massive” task of rolling out the new security feature in existing fingerprint devices, Pandey said encryption key will ensure that biometrics captured cannot be misused. “This is like a third lock. One lock is in form of encryption at the time of biometric capture, then it gets further encrypted at level of the telecom operator, and then we have our own encryption,” he said. Aadhaar-based e-KYC is essential for subscribers going for new SIMs. Further, in early 2017, the government asked mobile operators to reverify all the existing prepaid and postpaid customers, with the help of the 12-digit unique identity number and biometric details. The re-verification exercise is scheduled to be completed by early 2018. UIDAI’s next priority would be to ensure compliance of new encryption norms in other user agencies like banks and various government offices, he added. “We will soon take stock of those who have not complied and ask them to explain why it has not been done yet”, he said. UIDAI is the nodal body responsible for rolling out Aadhaar, the 12-digit unique identification number that identifies residents based on their biometrics. While more than 118 crore Aadhaar cards have been generated in the country, 4 to 5 crore Aadhaar authentications are taking place everyday. |
| Militant killed in ongoing encounter Posted: 22 Oct 2017 12:32 AM PDT A militant was killed in an ongoing encounter with security forces in Handwara area of north Kashmirs Kupwara district on Sunday morning. Police said the militant was killed after security forces launched a cordon and search operation in Langate town of Handwara, 100 km from here, following information about the presence of militants in the area. Defence spokesperson Colonel Rajesh Kalia, while confirming the death of the militant in the encounter, said a grenade, a rifle and Pakistani currency were recovered from the encounter site. With militancy, especially home-grown, on the rise, security forces have launched a massive operation to flush out the terrorists. As many as 155 militants have been killed so far this year, which is the highest in the last decade. The security forces are going after militants as part of Operation Hunt down. Source: DH |
